Just to separate this issue from the other related with installing in (U)EFI (check HERE) I made a new thread just for this to avoid confusion and overlapping in subjects and issues.
So, after installing it in VirtualBox and selecting Portuguese as the end user language and region the locale and language are all messed up.
I selected the Portuguese language as system language, Lisbon as the location and Portuguese keyboard. During the installation all messages in the installer were in Portuguese.
The installation process, as you can see, went all well and with no error messages:

Region & Languages Settings are as follows.
Language selected is English (United States) although Portuguese is available:

System defines Portuguese as the Input Source but it is not available:

Almost all programs are partial or not at all translated to Portuguese.
Updated and Upgraded the system but the result is the same.
This was a test made with Virtual Box but I also tested the same definitions with other distros and the only problem that is not common with PinguyOS and eOS (or UbuntuStudio, etc) is the mess with the regional and language settings and packages.
