Building with the Dist option doesn't include all users

Hi,
I'm currently in the process of building a Kiosk system based on xubuntu 16.04 and stumbled upon pinguybuilder for ISO creation. I have a three user setup. One user for management and on user as the placeholder for the settings for the third user the guest user. I need all users included in the ISO. Is that possible?
