Smartphone settings on laptop.

It's been a while since I started using Linux but I still don't know much.
I'm using the lastest stable version of pinguyos on a toshiba satellite C855D and also a Windows 7 os. It doesn't hace amazing specs, dual-core AMD E-300 processor with Radeon HD 6310 integrated graphics, 4GB of RAM, and 320GB hard drive. The OS seems to work pretty well, its just a little laggy when multi tasking.
Anyway, when I click on the settings button that is on the menu on the top right, no settings come up. I used gnome on debian and fedora before on this computer and the settings always appeared. So I looked up system settings in the menu and what seemed to be the settings for a mobile phone came up. So i can't acces the normal settings anymore. I installed KDE and that settings menu seemed to work fine.
Any ideas on how to make it stop thinking I am using a phone?
